The objective of the present research is to reach a set of necessary requirements to develop the financing of higher education in Egypt in light of benefiting from Malaysia's experience in the same field. The research depends on descriptive approach. The research has found that the Malaysian university education system goes to achieve its objectives and develop its financing sources through setting accurate strategic plans that help develop self-resources of universities and the reduction of government funding.
