Mecca was the administrative, political and religious capital of the province of Hejaz in the Ottoman era which extended to nearly four centuries from 1517 until 1916. Sultans of the Ottoman Empire was keen interest in the Mecca economically and religiously. These rulers did not see the damage to their interests; quite the contrary, they saw that the care of the Two Holy Mosques and care for pilgrims and secure their access to important religious holy sites must be preserved. Ottoman government has given its interest in organizing ships transport Muslim pilgrims to Mecca, it issued a number of regulations that should be on the captains and the owners of vessels carrying pilgrims in the Hajj season adhered to for comfort and safety.
